The Indo Pacific Centre for Health Security, established in the Australian Department of Foreign Affairs and Trade (DFAT), is seeking to establish a Performance Advisory Panel to support the Indo-Pacific Centre for Health Security (CHS) to develop and implement a Monitoring, Evaluation and Learning Framework (MELF) for the Health Security Initiative (HSI).
The Australian Government launched the Health Security Initiative for the Indo-Pacific (the HSI) in October 2017. The Initiative is funded at $300 million over five years (2018-2022) and aims to inform evidence-based planning, help prevent avoidable epidemics, strengthen early detection capacity and support rapid effective national and international outbreak responses.
Since the launch of the HSI, the CHS has developed investments to the value of more than $150 million over five years. The balance of the funds available will be used to fund priorities identified through two high-level scoping missions in the region conducted during the first half of 2018, and through a series of thematic consultations with Australian public health experts.
The Performance Advisory Panel will comprise up to three members with expertise in monitoring, evaluation, learning and capacity development. Specific services required from individual members will be determined on a task-by-task basis set out in an Annual Plan. Indicatively we anticipate up to the following number of days:
- Senior M&E Specialist/Team Coordinator: Year 1 – 75.5 days; Year 2 – 65.5 days
- Monitoring and Evaluation Specialist: Year 1 – 45 days; Year 2 – 45 days
- Capacity Development Specialist: Year 1 – 45 days; Year 2 – 45 days
Contracts will be for two years with the possibility of a further one-year extension based on performance, operational requirements and availability. There is no guarantee of a minimum amount of work.
These positions will be contracted through the Specialist Health Service. The successful advisers will work directly to the Indo Pacific Centre for Health Security. The positions will require some short-term travel to Canberra and overseas sites.
