Position Details:
The Papua New Guinea - Australia Transport Sector Support Program (TSSP) continues the Australian Government’s long term commitment to the PNG transport infrastructure sector. The shared long term goal of TSSP is a safer, more reliable transport network in place enabling economic and social development in PNG. The Papua New Guinea - Australia Transport Sector Support Program, managed by SMEC, is an Australian aid project, funded by the Australian Government.
The Social Safeguards Strategy Specialist will design the blueprint for TSSP to follow in order to achieve its social safeguards outcomes. This Specialist should have a strong understanding of strategic planning for development programs focusing on improving outcomes in the areas of gender, HIV&AIDS, road safety, disability and environmental policies. Experience writing strategic plans is essential.
At the end of this 90 day assignment, the Social Safeguards Strategy Specialist should have completed the following:
A workplan detailing the Specialist’s inputs;
- A framework that provides a high level overview of the program’s social safeguards obligations, the agencies involved and the desired outcomes;
- A strategy that articulates the Program’s priorities and the overall approach to achieving the social safeguards outcomes within TSSP’s resourcing envelope;
- Plans detailing the actions that need to be undertaken, and the resources required, to achieve the specified outcomes. Separate plans may be required for TSSP, DoW, DoT, and other agencies with whom TSSP works; and
- With the assistance of TSSP team members, terms of reference and costings for any proposed additional short term inputs.
