M&E House provides specialist performance management services to the Australian Department of Foreign Affairs and Trade (DFAT) and their partners in Timor-Leste, ensuring they are equipped with evidence and capacity to continually improve decision-making. M&E House is funded by DFAT in Timor-Leste and implemented by GHD Pty Ltd, in association with Clear Horizon Pty Ltd.

The Australian Embassy in Timor-Leste has commissioned a review of the To’os Ba Moris Di’ak (TOMAK) program and will direct the Program Review, while M&E House is responsible for overall co-ordination and management of the team contracted to undertake the Program Review. A Team Leader / Evaluation Specialist is sought to lead and manage the review team comprising a technical specialist in either nutrition sensitive agriculture / food security or market systems development and a national consultant. The team leader will ensure the review is implemented and delivered as per the Terms of Reference and will also:

  • Lead all phases of the Program Evaluation and manage the evaluation team
  • Liaise with M&E House on operational and logistical issues, seeking guidance as necessary
  • Lead the development of the Document Review and Evaluation Plan
  • Lead key informant interviews and any other form of data collection during fieldwork
  • Contribute to the development of typed interview notes
  • Prepare and deliver workshops with key stakeholders immediately following data collection
  • Lead the data analysis and report writing phase of the Program Evaluation, providing strategic and technical advice that addresses the key evaluation questions and sub-questions
  • Ensure deliverables are of a high quality and are delivered within the agreed timeframe
  • Prepare and deliver socialisation and dissemination workshop/s to key stakeholders following the completion of the Program Evaluation report.

Selection Criteria
Applicants require a postgraduate degree in a relevant field combined with a minimum of 10 years’ experience working on either agriculture or market systems development issues or Food Security and Nutrition, preferably in a context similar to Timor-Leste or in the Asia-Pacific region. Applicants will also have:

  • Experience implementing and / or designing similar projects (desirable)
  • Experience in gender issues (desirable)
  • Demonstrated expertise in evaluating similar programs and leading large-scale reviews
  • Ability to demonstrate a high level of analytical skill when evaluating complex programs
  • Experience analysing data using qualitative software (desirable)
  • Demonstrated excellent report writing skills in English
  • Preferably one member of the team will have a background in gender analysis to integrate a gendered understanding throughout the research

This position is classified as a C4 under the DFAT Adviser Remuneration Framework and inputs include desk-based document review and field work in Timor-Leste with intermittent inputs (up to 55 days) between November 2019 and May 2020.
