GHD's International Development Assistance Team delivers project management and technical services for the world's largest development organisations to improve the lives of people in developing countries. Since 1968, we have collaborated with local communities and international aid agencies on over 800 international projects in 70 countries, in support of sustainable development and poverty reduction. In partnership with Clear Horizon, GHD implements M&E House in Timor-Leste, a four-year program funded by the Australian Department of Foreign Affairs and Trade (DFAT). M&E House is a monitoring and evaluation focussed facility, designed to contribute towards a high performing and continually improving development program by ensuring that the Australian Embassy is equipped with evidence and capacity to continually improve decision-making and tell a clear performance story, and that implementing partners generate and use evidence to learn, adapt and produce user-focused reports.
The Australian Embassy in Timor-Leste has requested M&E House to co-ordinate and manage a Mid-Term Review of the Roads for Development (R4D) Support Program (R4D-SP) in Timor-Leste, a DFAT funded program implemented by the International Labour Organisation (ILO). The R4D Program is the Government of Timor-Leste’s (GoTL) rural roads program that works to improve the management and condition of the rural road network in Timor-Leste. The R4D-SP focuses on providing capacity-building support to GoTL and local contractors to implement R4D. R4D-SP Phase II (2017-2021) requires a Mid-Term Review in 2018.
M&E House is recruiting three short-term positions to implement the Mid-Term Review: (1) Team Leader / Evaluation Specialist; (2) Technical Specialist – Capacity Development & Development Governance, and (3) National M&E Consultant. These positions require short term inputs between May and September 2018. All positions require applicants to have post graduate degree (or equivalent) in a relevant field, demonstrated relevant professional experience, and exceptional report writing skills. In addition:
- The Team Leader / Evaluation Specialist must have a minimum of 10 years relevant professional experience, expertise in mixed method evaluation approaches and their application to international development and, demonstrated success in leading large scale evaluations or reviews.
- The Technical Specialist will have demonstrated skills in evaluating governance development or similar programs and an understanding of the economic and cultural dynamics that affect governance and/or government programs in contexts similar to Timor-Leste.
- The National M&E Consultant will have demonstrated understanding of government systems and processes in Timor-Leste, specifically budget, payment, tendering, contracts and approval processes, plus experience in conducting reviews and/or evaluations in Timor-Leste.
